Step-by-Step Guide : Exporting Used Cars to Taiwan

Overview

The export procedure of used vehicles to Taiwan typically follows seven stages
(1) Customer request → (2) Vehicle inspection & quotation → (3) Contract → (4) Container loading & pre-shipment prep → (5) Customs declaration → (6) Vehicle testing→ (7) Certificate approval.

Taiwan enforces
strict import permits and vehicle safety/emission approvals.

1. Customer Request​

      Information to collect from buyer

 A. Vehicle details: make, model, year, trim, VIN,
     mileage, fuel type

B. Condition: accident history, repair record, 
    photos (interior/exterior/engine)

C. Trade terms: FOB, CIF, CNF, port of discharge,
    delivery timeline

D. Buyer status: individual or corporate importer

2. Vehicle Inspection & Quotation​

A. Inspect vehicle

    (photos/videos or physical inspection)

B. Prepare inspection report
    (condition, mileage,  equipment)

C. Issue Proforma Invoice with Incoterms, price,
    payment terms, shipping date

Attach documents: Registration certificate copy, ownership proof, VIN photos.

3. Contract (Sales Agreement)


A. Full vehicle specs (with VIN)

B. Price, Incoterms, payment conditions

C. Shipping schedule & penalties for delay

D. Claim & cancellation terms

E. Jurisdiction & governing law

4. Container Loading & Pre-shipment Preparation​


A. Vehicle washing 
    (to pass quarantine/inspection)

B.Fuel level at ~1/4 tank

C.Battery disconnected or secured

D.Remove all personal belongings

E.Secure vehicle with straps, wheel blocks,
   padding inside container

F. Take pre-loading photos for records

Documents required: Bill of Lading (B/L), Commercial Invoice, Packing List, Export declaration, Inspection certificate (if applicable).

5. Customs Declaration in Taiwan


A. Local importer or broker files import 
     declaration

B. Required documents: import declaration, B/L
     copy, invoice, registration certificate, import       permit (if required), POA

C. Duties & taxes: Import duty + excise/VAT (rate
     depends on tariff, quota in/out)

D. Customs inspection → cargo release

Tip: Customs may assess vehicle value based on market prices, not invoice price.

6. Vehicle Testing (Safety & Emissions)


A. Model safety inspection approval
(issued by
     Taiwan MOTC)

B. Emission compliance
(depending on
     year/engine type)

C. EV/Hybrid vehicles:
Lithium battery
    regulations and additional testing required

Note: These processes can take several weeks to months. Importer must prepare documents and arrange testing.

7. Certificate Approval (Import Permit & Compliance Certificates)​

 

A. Import Permit (BOFT or Customs, depending
     on value/type of vehicle)

B. MOTC Model Safety Inspection Certificate

C. BSMI certification (for certain electronic
    parts/components)

Final Step: Once certificates are issued → pay duties/taxes → customs release → vehicle registration in Taiwan.
